Harm Reduction Circle (HRC) provides life-saving harm reduction tools, peer support, and linkage to care across Orange County through community outreach and referral-based access. Our goal is simple: to meet people where they are—on the streets, online, or in their own neighborhoods—with compassion, resources, and education that save lives and restore dignity.
At no cost, individuals and businesses anywhere in Orange County can easily request essential harm reduction and support services through our Orange County, CA Connection Form. Referrals come to us through social media, word-of-mouth, and partner organizations.
1. Street-Based Outreach & Peer Navigation
How We Serve Orange County:
Harm Reduction Circle’s Orange County team provides consistent, compassionate, and evidence-based outreach to those most impacted by homelessness, substance use, and systemic barriers to care.
Our street-based peer teams conduct outreach three to four days each week across Orange County—connecting with individuals in parks, underpasses, encampments, motels, and other high-need areas..
Each of our programs addresses emerging community needs through preventive initiatives, rapid-response actions, and education-driven interventions, ensuring every engagement creates a lasting pathway to health, dignity, and stability.
We meet participants exactly where they are, offering judgment-free assistance that blends harm reduction, case navigation, and community care.
Overdose Prevention & Harm Reduction:
Naloxone, fentanyl test strips, and xylazine test strips distributed across Orange County through both direct outreach and mail-order requests.
Providing drink-spiking test kits, safe space access, and safer partying education at nightlife venues.
Overdose prevention, harm reduction, and peer support education for community members, organizations, and businesses.
Nonjudgmental guidance, lived-experience mentorship, and accompaniment to appointments.

Direct Support Services:
Harm Reduction Circle’s Orange County team provides consistent, compassionate, and evidence-based outreach to those most impacted by homelessness, substance use, and systemic barriers to care.
Distribution of clothing, hygiene kits, blankets, and sleeping bags when available.
Help obtaining no-cost DMV IDs, Real IDs, and vital records such as birth certificates.
Guidance through applications for Medi-Cal, CalFresh/EBT, and CalWORKs.
Depending on individual needs, support may be a one-time visit or short-term, low-intensity case management. Our peers may be able to provide light follow-up to help participants stay connected to essential resources and follow through on referrals.

2. Meals on Onewheels OC

About the Program:
Meals on Onewheels Orange County (MOO OC) is one of Harm Reduction Circle’s most distinctive and community-driven initiatives. Using Onewheels and other personal electric vehicles (PEVs), our volunteers deliver nutritious meals, hygiene kits, and harm-reduction supplies directly to unhoused and at-risk residents throughout Orange County.
These outreach events combine mobility, innovation, and compassion—allowing riders to reach encampments and areas that traditional vehicles cannot access. The program’s use of lightweight electric vehicles reduces environmental impact, increases maneuverability, and allows rapid, flexible response during outreach. By merging sustainable micro-mobility with harm-reduction and food-security efforts, Meals on Onewheels OC represents an innovative, scalable model for modern community outreach.
Beyond delivering a meal, each event creates genuine human connection. Every “I Love You Pack” we hand out is a message of care, visibility, and respect for people who are too often overlooked.
Purpose & Impact:
Meals on Onewheels OC was designed to address the overlap between food insecurity, homelessness, and overdose risk. Each year, we host several large-scale outreach events across the county—in cities such as Santa Ana, Anaheim, Garden Grove, Costa Mesa, and Buena Park—serving hundreds of individuals at each site.

Volunteers do not need prior experience & will receive a brief 15-minute training on the day of distribution to ensure safe, compassionate interactions at every event.

3. Overdose Prevention & Harm Reduction Training

About the Program:
Harm Reduction Circle equips individuals, organizations, and communities across Orange County with the knowledge, tools, and confidence to prevent overdose and save lives. Our team provides hands-on naloxone distribution, real-world overdose-response training, and tailored harm-reduction education that meets people where they are—whether on the street, in a business, or inside a home.
This program ensures that lifesaving medication and information are not limited to professionals. Anyone—friends, family, coworkers, security staff, or community members—can learn to recognize an overdose and take immediate, effective action.

Leave-Behind Naloxone Program:
Our Leave-Behind Naloxone Program expands access through collaboration with first responders, public agencies, and local partners. After non-fatal overdoses or crisis encounters, trained personnel leave naloxone kits behind with bystanders, families, or affected individuals—creating immediate safety while reinforcing community readiness.
This initiative bridges the gap between emergency response and long-term prevention, ensuring naloxone reaches the people most likely to witness or experience an overdose.

Whether someone visits an outreach site, meets us in the field, or submits an online request, our goal is to make overdose prevention tools and safer-use materials accessible to anyone who needs them — no barriers, no stigma, and no judgment.
This dual approach allows us to reach individuals who face travel barriers, are unhoused, or wish to maintain anonymity when accessing harm reduction resources.
