Our Mission in Orange County

Harm Reduction Circle (HRC) provides life-saving harm reduction tools, peer support, and linkage to care across Orange County through community outreach and referral-based access. Our goal is simple: to meet people where they are—on the streets, online, or in their own neighborhoods—with compassion, resources, and education that save lives and restore dignity.

At no cost, individuals and businesses anywhere in Orange County can easily request essential harm reduction and support services through our Orange County, CA Connection Form. Referrals come to us through social media, word-of-mouth, and partner organizations.

Harm Reduction Circle delivers essential services to vulnerable populations, prioritizing safety, outreach, & direct support. Each of our unique focus areas & programs aim to address emerging needs through preventive initiatives & rapid-response actions, ensuring lasting impact via education & resource distribution. In collaboration with healthcare providers, social services, local agencies, emergency & medical personnel, & with community partners, we connect individuals to vital education, life-saving resources, & critical support services.

Basic Needs Distribution

  • Hygiene supplies, food, and clothing for those experiencing homelessness or housing insecurity.

  • Overdose Prevention Supplies

  • Free naloxone (Narcan®), fentanyl test strips, and other drug checking tools to reduce overdose deaths and promote safer use.

  • Customized Training Sessions & Workshops

  • Tailored harm reduction and overdose prevention training for individuals, groups, and organizations. These sessions equip participants with the knowledge and practical skills to create safer environments and reduce substance-related risks.

  • Document Readiness

  • Support with obtaining no-cost DMV IDs, Driver’s Licenses, Real IDs, and vital records such as Birth Certificates.

  • Social Service Enrollment Support

  • Assistance with CalFresh, Medi-Cal, and CalWORKs applications to promote stability and self-sufficiency.

  • Resource Navigation & Linkage to Care

  • Connection to health and behavioral health care, housing, counseling, recovery, detox, and mental health services.

  • Additional Resource Navigation

    Warm handoffs to local providers, shelters, and community-based organizations offering housing, employment, recovery, and counseling services.

    We promote safety in nightlife and festival settings by providing harm reduction education, free naloxone, fentanyl test strips, and wellness support. Our team engages directly with event goers to ensure they have the knowledge and resources to stay safe.
