Harm Reduction Circle (HRC) is dedicated to preventing overdose deaths, reducing the transmission of infectious diseases, and creating pathways toward stability and recovery for all New Hampshire residents.

Our purpose is to ensure that every eligible resident can access the tools, education, and support necessary to survive and thrive—regardless of geographic or socioeconomic barriers.

Local Focus & Peer-Led Model

Operating as a state-authorized Syringe Services Program (SSP), our work is powered by a dedicated team of ten local volunteers with lived and living experience. This peer-driven approach ensures our services are accessible, low-barrier, and directly responsive to the needs of the people we serve.

We engage with people most impacted by overdose risk and unstable housing through planned street-based outreach, social media, and direct referrals.

A State in Crisis

New Hampshire faces one of the nation’s most severe overdose crises, with a death rate over 50% higher than the U.S. average (36 deaths per 100,000).

Severe Barriers to Access

Access to life-saving services is constrained by significant transportation barriers. New Hampshire ranks 49th in per-capita public transit funding, meaning many rural residents must travel over 30 miles to reach help, often without any public transit options.

Critical Funding Gaps

New Hampshire Syringe Services Programs (SSPs) receive no operational funding from the state. Our program relies entirely on grants and donations to keep services running and save lives.

How We Provide Support

Overdose Prevention

Distribution of naloxone (Narcan) kits, fentanyl test strips, and overdose recognition training.

Health & Wellness

Distribution of sexual health kits (condoms, lubricant), hygiene supplies, and basic wound care kits.

Peer Support & Navigation

Our team offers one-on-one peer counseling and warm handoffs to connect individuals with Medication-Assisted Treatment (MAT), housing, medical care, and other essential supports.

Syringe Exchange Services

We provide structured and safe sharps collection and disposal to protect the community and reduce public hazard.

Mail Order Supplies

Can't connect with our outreach teams in person? We provide discreet, confidential mail-order services for naloxone, fentanyl test strips, and other essential harm reduction supplies statewide.
