Harm Reduction Circle (HRC) is a peer-led nonprofit dedicated to reducing overdose deaths, empowering communities, and building pathways to health, dignity, and stability. Our work spans nightlife spaces, Southern California communities, and statewide initiatives in New Hampshire—meeting people where they are with compassion, innovation, and evidence-based harm reduction strategies.

Through nightlife harm reduction, outreach in Orange County, and syringe services in New Hampshire, our work empowers people who use drugs, unhoused individuals, and their communities with compassion, tools, and peer support.

Staff and volunteers provide overdose prevention, drug-checking education, and peer support directly into concerts, multi-day festivals, and nightlife venues.

**Mail-Order Supply Distribution Program**

No-Cost Shipments of Supplies

Through our discreet and accessible mail-order system, individuals, families, and businesses across the United States can request naloxone, fentanyl test strips, and other essential supplies at no cost. This program removes common barriers such as transportation, stigma, or lack of nearby resources, allowing people to access critical tools directly from the safety and privacy of their homes.


Our system is designed to be simple and user-friendly: a short online request form leads to direct-to-consumer shipments that arrive quickly and without judgment. Whether someone is preparing to protect a loved one, a business is stocking naloxone for staff, or a service provider is equipping their community, our mail-order program ensures that overdose prevention is never dependent on geography.

What is the NarKandi Exchange Program?

What is the NarKandi Exchange Program?
NarKandi blends two ideas: Narcan® (naloxone) nasal spray, which can reverse an opioid overdose in 2–3 minutes, and kandi, the colorful bead bracelets traded at raves and concerts. By attaching one dose of Narcan to one piece of kandi, we make overdose prevention visible, portable, and stigma-free—encouraging more people to carry naloxone and feel prepared to use it.

Why did we start this program?

In 2021, the CDC reported fentanyl as the top cause of death for Americans 18–45. Too many people still don’t know about naloxone—or can’t get it. The NarKandi Exchange Program was created to change that. At events, a box of Narcan often gets ignored, but a table filled with NarKandi grabs attention, sparks curiosity, and starts conversations—turning awareness into action for those who might not otherwise engage.

How to participate in the NarKandi Exchange Program:

To take part in the NarKandi Exchange Program, simply mail us three or more pieces of kandi in any style. In return, we’ll send you back one unique piece of NarKandi along with an information packet on when and how to safely use Narcan during an opioid overdose.


Participation is always free, and no donation is ever required. However, if you’re able, we kindly suggest an optional $5–$10 contribution to help offset shipping costs—every bit of support helps us keep this program going.

Education is at the core of sustainable harm reduction. Our training sessions—offered both online and in person—are carefully designed to meet the unique needs of diverse audiences, from community members and service providers to businesses and healthcare professionals. Each workshop is interactive, trauma-informed, and grounded in real-world practice, ensuring that participants leave with knowledge they can apply immediately.


We cover a wide range of topics, including overdose recognition and response, naloxone administration, harm reduction integration into organizational policies, and strategies for creating safer environments. Because every community and organization has its own challenges, we build sessions collaboratively with our partners, adapting content to reflect emerging drug trends, local realities, and cultural context. The result is a training experience that builds both confidence and capacity to save lives.

At Harm Reduction Circle, we believe that innovation must be driven by evidence and lived experience. Our research initiatives combine community-based data collection with academic partnerships to evaluate the effectiveness of harm reduction strategies, identify emerging needs, and refine best practices. By investing in ongoing research, we ensure our programs remain both relevant and impactful.

From pilot programs in nightlife settings to large-scale mail-order distribution studies, we prioritize projects that directly improve the health and safety of people who use drugs, people experiencing housing instability, and the communities around them. Our research is not only about publishing findings—it is about building practical tools that other organizations can replicate, and contributing to a growing body of knowledge that makes harm reduction stronger nationwide.

Resource Sharing

Harm Reduction Circle is committed to strengthening the entire harm reduction movement, not just our own programs. We freely share templates, brochures, flyers, and other educational materials that can be adapted by partner organizations. By removing our branding and offering these resources as open tools, we help smaller or established programs build their capacity without duplicating efforts or incurring additional costs.

Beyond printed materials, we also provide guidance on accessing free or low-cost supplies through federal, state, and local programs whenever we have the knowledge and ability to do so. This ensures that organizations are not limited by lack of information or connections. In this way, our role extends beyond service delivery—we act as a connector, supporting the growth of those working to save lives.

We’ve seen firsthand the devastating impact of preventable overdoses and the barriers people face to accessing care. Every naloxone kit distributed, every overdose reversed, and every conversation in the community brings us closer to a future where people who use drugs can live with safety, health, and dignity.
