Reaching People Others Can't:

Meals on Onewheels Orange County (MOO OC) is a mobile outreach program managed by Harm Reduction Circle, designed to serve individuals and families facing homelessness, hunger, and overdose risk throughout Orange County, California. What makes us different is mobility. Our team of volunteer riders use electric Onewheels and other personal electric vehicles to reach places that traditional outreach can’t—riverbeds, alleys, motel corridors, bus depots, and park encampments scattered across the county. We meet people where they are, delivering food, harm-reduction supplies, and compassionate conversation right to their hands.

Each ride is more than a delivery—it’s a statement of dignity. We reject the idea that help should only be available to those who can walk into a service center or wait in line. With MOO OC, we bring resources to people on their own terms, no barriers, no judgment, just care in motion.

Our Mission:

We’re redefining what outreach looks like by pairing nutrition, harm reduction, and human connection into one seamless, community-powered model. Our work starts with a simple belief: everyone deserves to be treated like a human being, not a statistic or a case number. Meals on Onewheels OC exists to make care visible—to roll up where others can’t, offer a warm meal, and remind people that their lives have value. In each of the “I Love You” packs we deliver, it represents more than food and supplies—it’s a tangible message that someone sees them, someone cares, and someone took the time to show up.
Each Pack Includes:

  1. A healthy, ready-to-eat meal prepared with nutrition and dignity in mind.
  2. Water and hygiene essentials for day-to-day comfort and health.
  3. Naloxone, fentanyl test strips, and overdose-prevention tools that save lives.
  4. Resource cards linking to local shelters, medical care, & local support services.

But the real impact goes far beyond what’s inside the bag. Each kit is assembled by hand by our volunteers, many of whom have lived experience or deep ties to the community they’re serving. The process is intentional—folding in care, conversation, and collaboration at every step. Local restaurants cook the meals, small businesses donate supplies, and community members show up to pack and ride alongside us. Over time, those small moments between our riders and the people we serve helps to build trust, shift perspectives, and remind everyone involved that change doesn’t always start in a boardroom—it often starts on the street, with Meals + Onewheels + Harm Reduction.

Rider Training

How it Works:

Prepare:

Volunteers assemble “I Love You” packs at our Irvine hub.

Ride:

Riders on Onewheels or other PEVs travel to nearby mapped “hot spots” across Orange County—parks, encampments, transit centers, and motels.

Connect:

Riders engage compassionately, share resources, and ensure every encounter is met with dignity.

Regroup:

After each distribution, teams come together to share stories, log outreach data, and identify new needs for the next route. Many events end with a group ride—a chance to unwind, celebrate community, and reconnect with why we ride in the first place.

Why it Matters:

Every night in Orange County, more than 6,900 people sleep without stable housing—and that number continues to rise. For many, the lack of food is just one piece of a much larger struggle that includes mental health challenges, chronic illness, and a constant risk of overdose. The same neighborhoods with the highest rates of food insecurity—like Santa Ana, Anaheim, and Garden Grove—also report the highest number of fatal overdoses in the county. Hunger and harm often intersect, and too often, the people most at risk are the hardest to reach.


Traditional outreach efforts do incredible work, but they can’t always access the places people actually live—along flood channels, underpasses, or behind motels hidden from view. That’s where Meals on Onewheels OC comes in. With the mobility of Onewheels and electric personal vehicles, we can safely navigate tight spaces, remote areas, and nontraditional routes where vehicles or large teams can’t go. Our riders aren’t bound by parking spots or office hours; they bring care directly to the sidewalks, alleys, and encampments where it’s needed most.


But the real barrier isn’t distance—it’s stigma. Many people living unhoused or using substances avoid outreach services because of past judgment or mistreatment. By approaching on Onewheels—with a smile, a meal, and a “Hey, how’s your day?”—we open a door that might otherwise stay closed. It’s connection without conditions.


Meals on Onewheels OC proves that outreach can be fast, creative, and deeply human-centered. Each ride challenges the old idea of who outreach is for and how it should look. We’ve seen that when people feel respected, they engage, they share, they listen—and lives change. Sometimes all it takes is rolling up, showing up, and reminding someone that their life matters right now, not just when their situation improves.

Looking Ahead:

Temporary Hiatus:

After receiving a cease-and-desist from the City of Santa Ana regarding permitting requirements, in early-2024 we made the difficult decision to temporarily suspend our outreach events. It wasn’t because the need disappeared—it was because we chose to move forward responsibly. Instead of rushing back into the field, we used the time to regroup, reflect, and rebuild our program with stronger systems, safer operations, and deeper relationships with city leaders.


That pause became an opportunity. We met with city departments, clarified permitting processes, and began building partnerships that will help ensure our future rides are not only impactful—but sustainable and protected. In early 2026, Meals on Onewheels OC will return stronger than ever, expanding into new areas across Orange County while maintaining our commitment to rider safety, compliance, and community collaboration.

Our vision for the future is clear: to make harm-reduction-based meal delivery a county-wide model for compassion in motion. We’re working toward a network of partner cities, local businesses, and community volunteers who share our belief that food, dignity, and care should never be out of reach.


Every ride we take, every meal we hand out, and every conversation we start brings us closer to that goal. Meals on Onewheels OC isn’t just about serving meals—it’s about reshaping how Orange County sees and serves its most vulnerable neighbors. And as we prepare to roll back out, one thing hasn’t changed: our promise to keep showing up, meeting people where they are, and proving that empathy moves.

Welcome

Welcome to Meals on Onewheels OC. As a rider, you’re part of a team delivering food, compassion, and harm-reduction resources across Orange County. Our mission is to connect directly with individuals experiencing homelessness or substance-use challenges—meeting people where they are and ensuring dignity, safety, and care in every interaction.

Topic 1 – Mission & Impact

  • Who We Serve: Individuals and families facing homelessness, food insecurity, and overdose risk.

  • Our Approach: Combine nutritious meals with harm-reduction education and resources (Naloxone, FTS, hygiene items).

  • Your Role: You’re not just delivering food—you’re delivering hope, information, and non-judgmental connection.

Topic 2 – Onewheel Basics & Rider Safety

  • Always wear a helmet, wrist guards, and closed-toe shoes.

  • Test your Onewheel before leaving: battery ≥ 50%, tire inflated, sensors responsive.

  • Ride single-file and maintain safe distance from pedestrians.

  • Avoid busy traffic corridors; stick to pre-mapped routes.

  • In case of mechanical issue, stop safely, dismount, and contact the Lead Rider.

Topic 3 – Pre-Distribution Preparation

Checklist Before Rollout:
  • Charge Onewheel and phone.
  • Pack “I Love You” packs (food, water, hygiene, harm-reduction items).
  • Confirm assigned zone, team lead, and meeting location.
  • Dress comfortably for weather; wear visible vest or shirt.
  • Review emergency contacts and group-chat location pin.
Assembly Tips
  1. Keep packs lightweight, balanced, and sealed.
  2. Double-check for Narcan and information cards.
  3. Prepare extras for unexpected encounters.

Topic 4 – Distribution Strategy

  • Focus on pre-identified “hot spots” (parks, underpasses, motels, transportation hubs).

  • Distribute in pairs or trios—never solo.

  • Communicate via group chat before moving to new area.

  • Log interactions (approx. count + items given).

  • Prioritize safety over speed—every interaction matters.

Topic 5 – Positive Engagement

  • Lead with respect and curiosity, not assumptions.

  • Offer items, introduce yourself, and ask permission before approaching closer.

  • Use person-first language: “people who use drugs,” not “addicts.”

  • Listen actively; don’t press for personal details.

  • End interactions with gratitude (“Take care of yourself out here”).

Topic 6 – Harm Reduction & Safety Principles

Understanding Addiction & Homelessness

  • Addiction is complex, not a moral failing.

  • Homelessness often stems from systemic barriers, not individual choice.

Key Principles

  • Meet people where they are. Support any positive step toward safety.

  • Reduce harm, don’t judge. Provide info, tools, and compassion.

  • Protect privacy. Never share names, photos, or details without consent.

  • Be trauma-informed. Stay calm, avoid sudden movements, and maintain empathy.

Overdose Preparedness

  • Recognize signs: unresponsiveness, slow/no breathing, blue lips/fingertips.

  • Call 911, administer Narcan, begin rescue breathing if trained.

  • Notify the Lead Rider after any emergency.

Topic 7 – Handling Challenging Situations

  • Keep personal items secure and minimize valuables.

  • If conflict arises, de-escalate: stay calm, step back, use neutral tone.

  • If unsafe, disengage and leave area—notify Lead Rider immediately.

  • Don’t engage law enforcement directly unless necessary—alert staff lead first.

Topic 8 – After Distribution

  • Return unused supplies to designated vehicle or storage.

  • Share key notes: areas covered, items distributed, stories to document.

  • Hydrate, stretch, and check in with your team.

  • Report any injuries or concerns before leaving site.
