In 2025, Harm Reduction Circle has been on the ground across Orange County for 1,200 outreach days and 2,425 hours, meeting people where they are with compassionate, evidence-based harm reduction. This year alone, we’ve distributed 124,077 doses of naloxone, 119,868 fentanyl test strips, and provided more than 5,000 face-to-face consultations across encampments, motels, parks, and nightlife settings.



We’ve also supplied thousands of essential care items that support dignity and reduce preventable harm, including 2,950 menstrual-care items, 3,557 hygiene supplies, 6,175 condoms, and 4,657 lube packets—all delivered directly to people who often have no other point of access.

Help Shape Orange County’s Approach to Homelessness: Share Your Voice in Our 15-Question Community Survey

    Orange County continues to navigate complex challenges around homelessness, access to care, and the overall wellbeing of people living without stable housing. To ensure that community-driven strategies remain responsive, equitable, and grounded in lived experience, Harm Reduction Circle is conducting a short 14-question survey open to all OC residents.

This survey explores how people across the county perceive homelessness, the availability of local services, and the barriers that prevent individuals—especially those living outdoors, in motels, or in unstable conditions—from getting the support they need. Your feedback helps illuminate gaps in the local care continuum, including harm reduction resources, mental health and substance use treatment, housing pathways, outreach coverage, transportation, and safety considerations.

By gathering honest perspectives from residents, workers, and individuals with personal or family experience of homelessness, we can strengthen data-informed planning that enhances public safety, expands access to life-saving services like naloxone and fentanyl test strips, and improves overall system navigation for people experiencing homelessness or housing instability.

The survey takes less than five minutes to complete, and all responses are confidential. Participants may also choose to receive updates about future programs, community initiatives, and opportunities to stay involved.

Mail-Order Shipments of Supplies

    Through our discreet and accessible mail-order system, individuals, families, and businesses across the United States can request naloxone, fentanyl test strips, and other essential supplies at no cost, whenever possible. This program removes common barriers such as transportation, stigma, or lack of nearby resources, allowing people to access critical tools directly from the safety and privacy of their homes.

Our system is designed to be simple and user-friendly: a short online request form leads to direct-to-consumer shipments that arrive quickly and without judgment. Whether someone is preparing to protect a loved one, a business is stocking naloxone for staff, or a service provider is equipping their community, our mail-order program ensures that overdose prevention is never dependent on geography.

  • While we strive to mail all supplies free of charge, donations may be required depending on availability, size of the request, and the current financial capacity of Harm Reduction Circle.
  • Mail-order shipments may or may not be available depending on current stock levels and event scheduling.

What is the NarKandi Exchange Program?

What is the NarKandi Exchange Program?
NarKandi blends two ideas: Narcan® (naloxone) nasal spray, which can reverse an opioid overdose in 2–3 minutes, and kandi, the colorful bead bracelets traded at raves and concerts. By attaching one dose of Narcan to one piece of kandi, we make overdose prevention visible, portable, and stigma-free—encouraging more people to carry naloxone and feel prepared to use it.

Why did we start this program?

In 2021, the CDC reported fentanyl as the top cause of death for Americans 18–45. Too many people still don’t know about naloxone—or can’t get it. The NarKandi Exchange Program was created to change that. At events, a box of Narcan often gets ignored, but a table filled with NarKandi grabs attention, sparks curiosity, and starts conversations—turning awareness into action for those who might not otherwise engage.

How to participate in the NarKandi Exchange Program:

To take part in the NarKandi Exchange Program, simply mail us three or more pieces of kandi in any style. In return, we’ll send you back one unique piece of NarKandi along with an information packet on when and how to safely use Narcan during an opioid overdose.


Participation is always free, and no donation is ever required. However, if you’re able, we kindly suggest an optional $5–$10 contribution to help offset shipping costs—every bit of support helps us keep this program going.
